VEHICLE VIN VERIFICATION

WHAT IS A CALIFORNIA VIN VERIFICATION?

A California VIN verification is a California DMV required physical inspection of an out-of-state vehicle. This is needed for you to register the vehicle into the California DMV database.  The inspection is documented on a CA DMV REG31 form by a licensed VIN Verifier.

What information about your vehicle does a VIN Verifier look for?

In order to register your vehicle in the California DMV database, the full REG31 form has to be completed.  The common information that needs to be documented are: 

  • LICENSE PLATE #, STATE of where it is registered, EXPIRATON DATE, # of AXLES, and FUEL TYPE of the engine.
  • VIN#, Vehicle's Category, MAKE, MODEL, MILES, GVWR (commercial), No. Wheels (Commercial), L/W (Trailer & Motorhomes)
  • and Verifying the VIN#, Emissions Label, US Federal Certification Label, and Odometer Reading.

VIN Verification is required for Personal and Commercial registration of Automobiles, Permanent Trailers, Coach Trailers, Motorhomes, etc.  The 4 photos below list the VIN#, Emissions & US Fed. Cert. Label, and the Odometer Reading.

Why does the California DMV require a VIN Verification?

The purpose of the VIN Verification process like the names says is to verify the VIN# (Vehicle Identification Number) of the vehicle.  This process a) verifies that the actual vehicle exists thus preventing fraudulent paper title, b) that the VIN# matches the title of the vehicle and c) that the category, weight, models, usage, and the description of the vehicle matches the title.  A VIN Verifier is one of the steps in the process of protecting the public from theft, fraud, and other types of illegal vehicle purchase and sales activity.    

Other Requirements for Out-of-State Vehicles

We can complete the VIN Verification for you but the CA DMV will still need these other documents to register your Non-Resident Vehicle (Out-of-State Vehicle).  These are the common requirements from the CA DMV:

  • An Out-of-State Title or MSO (Manufacturer's Statement of Origin) for registration and titling, or the Registration Card for registration only.
  • For all Gas, Hybrid, and Diesel Powered Vehicles, you have to complete a Smog Check Inspection which we is a service that we provide as well.
  • If you have a Commercial Vehicle, you will need to Weigh the Vehicle and get a Weight-Master Certificate.  Commercial Vehicles can be pick-ups, cargo vans, box trucks, passenger vans, etc. used for commercial purposes.
  • VIN# Verification for all trailers, and most Permanent Trailer Identification (PTI) trailers.  PTI trailer exception is for brand new trailers that has a MSO and was purchased out of state.  Reg 343 form is used for all Trailers and Reg 4017 for PTI Trailers.

Other Uncommon Reasons that you may need a VIN Verification

Besides for Out-of-State Vehicles, these are the application that requires a VIN Verification:

  • For a Tow Yard Lien Sale, after the owner recovers the vehicle, the owner will have to verify that he/she has physical possession of the vehicle before the DMV will lift the lien.   
  • For large Commercial Trucks registered through the International Registration Program (IRP), the IRP Unit requires a VIN Verification to document the mileage of the truck.
  • When a vehicle is being converted to another body type or usage of the vehicle, it will need a VIN Verification.
  • Your vehicle is no longer on the DMV database, you will need a VIN Verification to re-introduce it into the DMV database.
  • The VIN# of your Vehicle's Title doesn't match the actual VIN# of your Vehicle, a VIN Verification will be required to correct the wrong VIN# of the Title.
